Pat Cummins has secured 309 Test scalps in 71 five-day games with an impressive average.
The Australian selection chief Bailey has stated that skipper Cummins will be a central figure in the upcoming Ashes series.
Speculation had been growing that the 32-year-old might be unavailable due to a stress fracture in his back that remained unresolved.
Earlier indications from the squad suggested no official announcement had been made regarding whether he would play, with the extended contest set to start on 21 November in the WACA.
He revealed that the captain is progressing and was "optimistic" about the prospects of taking part.
"It's clear that the clock is ticking and various factors around that, not only the physical problem, but additional elements," the selector added.
"We're encouraged. We firmly believe that he'll participate in a key capacity. With luck it's the first Test. Should that not happen, then we'll pick it up."
Past Concerns
The captain missed Australia's limited-overs series against both Asian and Trans-Tasman rivals recently after scans revealed a stress reaction in his back.
He has a history of back injuries, with flare-ups in 2012-13, 2013-14 and 2015-16 leading to absences from three Australian summers in a limited period.
The bowler mentioned he would be ""aggressive" and "take risks" in his comeback strategy to make the squad for the contest.
He mentioned that it was unclear if the captain had resumed bowling as part of his comeback but acknowledged it was "becoming urgent" for him to be fit for the first Test.
Backup Options
In case of absence, former captain Steve Smith will assume leadership.
Versatile player Green was recently pulled out from Australia's squad for their limited-overs matches against the Asian giants as a preventive step because of soreness in his side.
The selector characterized it as a "slight concern and confirmed that he'll feature in the domestic first-class competition, so will be "well-prepared to deliver overs."
"We put so much time has gone into creating the schedule for him to participate for the first Test as an dual-role player," the selector detailed.
"His involvement was limited to the first two ODIs regardless. How he handles the cricket bat in white-ball cricket, even if it just sets him back for a short period, the choice was made to adopt a safer strategy."
